If BCDA is guilty of harassing Camp John Hay Development Corp. (CJHDevCo) then there should be a given statement above all these things but if not then they have to wait for the government's decision. 


BCDA President and CEO Arnel Paciano Casanova writes an open letter to Mayor Mauricio G. Domogan and the city government of Baguio.

Casanova's open letter seems to describe that developments and progress in Camp John Hay in Baguio are not realised because of BCDA. 


His open letter claims friendship with both parties.


BCDA wants the public to believe that they are partner of Camp John Hay Development Corp. (CJHDevCo) in developing Baguio when in fact it's more like just making life difficult for Camp John Hay Development Corp. (CJHDevCo) .


Remember that (DOJ) has sued businessman Robert John L. SobrepeƱa, the chairman of Camp John Hay Development Corp. (CJHDevCo), for supposedly failing to pay the Bases Conversion and Development Authority (BCDA) over P1.15 billion in rent from 1998 to 2000.


But Casanova admits in his letter that Camp John Hay Development Corp. (CJHDevCo) remits 256 million rental fee share to the city government of Baguio for the Camp John Hay facilities.


In response to Casanova's open letter, Baguio City Mayor Mauricio G. Domogan and Congressman Nicasio M. Aliping, Jr. made a statement published on July 25, 2014 issue of the i Baguio Journal.


They are okay with the claim of friendship. They consider great partnership with BCDA in Camp John Hay 's development.


It is true that Baguio City has received more than 256 Million from BCDA as it's rental share.


Nats feels confused.
